The eight-step SAM.gov playbook a federal buyer expects already done.

Step 1 of 8 · Prerequisites

Get the entity, the EIN, and the bank account ready before you log in.

SAM.gov will not let you save an incomplete registration. Have these items in front of you before you sign in so the form fields don't time out. Every row on this list is an account in someone else's system — none of it can be delegated.

    Sole-prop / DBA on its own is not the right vehicle for sole-source authority.

    Free, same-day, direct from the IRS portal — never through a paid lookup service.

    Used for ACH payment and the SAM.gov financial-information section.

    FinCEN BOI reporting reference — keep the data on file even if you are not yet at the BOI filing threshold.

Step 2 of 8 · UEI request

Pull the Unique Entity ID before you start the registration form.

A UEI is assigned by SAM.gov without representing that the entity is registered. Think of it as opening the file — registration is the action that closes it. The owner submits the request personally; the response arrives at the email of record within minutes to a few business days.

    Sign in to SAM.gov — create a live-account login under the owner's real identity, NOT a shared inbox or shared mailbox.

    Live person, work-email address, work phone — every identity rule SAM.gov enforces later starts here.

    Submit the request: legal entity name, physical address, EIN, NCAGE / CAGE if pre-assigned, and the role (public, private, or government).

    The "Role" field controls which registration flows you can submit; pick "Private" for a federal supplier.

    Save the issued UEI in your records alongside the registration date, the entity name, and the email of record used.

    The UEI is what appears as "Unique Entity ID" on any quote, contract, or capability statement.

    Confirm whether the CAGE code is auto-assigned with the UEI or whether you must request one separately through the DLA CAGE portal.

    Most private entities get a CAGE paired with the UEI; if not, request via the DLA CAGE portal.

Step 3 of 8 · SAM.gov entity registration

Register the entity, not just the ID, in the SAM.gov live portal.

Choose between a full registration (opens you up to contract solicitations, payment, and federal awards) and an Interest-Only registration (lists you in the entity database without opening the payment channel). Quill Match Enterprise's lane requires full registration. The owner clicks through every screen and checks every assertion.

    Create the SAM.gov account with a live-person identity — work email, work phone, real name of the owner.

    Shared inboxes and role mailboxes will be rejected by later Federal Service Desk checks.

    Sign in and select "Register Entity" (not just "Get UEI"). Pick the entity purpose code that includes award eligibility.

    The owner confirms the activation-fee tier (federal entities and many purpose codes currently have $0 fee — confirm the live schedule).

    Complete the core data section: legal name, DBA, physical address, mailing address, taxpayer identifiers, and ownership percentages.

    Complete the assertions section — every business detail (NAICS, product service codes, place of performance, state of incorporation).

    Complete reps & certs — appear as Section E in the registration form; the owner agrees three separate times to the FAR clauses.

    FAR 52.212-3, FAR 52.219 family, and any agency-specific addenda the registration form surfaces.

    Complete the points-of-contact section — Government POC, Electronic Business POC, and at minimum a backup Accounts Receivable POC.

    Every POC must be a real person with a work email and work phone — not a shared mailbox.

    Bank details are entered by the owner directly into SAM.gov — this site does not touch them.

Step 4 of 8 · Representations & certifications

Read FAR 52.212-3 paragraph by paragraph; the owner is the only signatory.

These are clauses the owner affirms under penalty of perjury. The FAR 52.212-3 and FAR 52.219 families cover every conduct statement a federal buyer can hold the entity to. The owner answers each SAM.gov prompt directly — see a contract attorney if any clause is ambiguous.

    Unauthorized commitments, Buy American Act, trade agreements, and small-business status are the load-bearing clauses.

    Each affirmative is dated and tied to the entity; later changes require a registration update, not a back-edited form.

    Confirm small-business status by NAICS size standard — the owner verifies against the latest SBA size table.

    Receipt of a size-standard letter is NOT automatic; the owner pulls the live table from the SBA link below before affirming.

    Federal classification (subchapter S, joint venture, etc.) is owned by an SBA program certifying official, not self-issued.

    Document the date of every affirmation in the entity compliance file — buyer-side auditors routinely cite the affirmation timestamps.

Step 5 of 8 · NAICS + product / service detail

Set NAICS to office supplies (424130) and furniture (423210) as primary lanes.

NAICS is the index every KO browses by — listing mismatches lose quotes that the firm should win. Quill Match Enterprise sources office consumables, furniture, and janitorial under four NAICS codes that already ship on /capability-statement. The owner affirms which is PRIMARY and which are SECONDARY; the SBA size standard does not change because of the choice, but the lane eligibility does.

    The right PSC unblocks a category the KO is routing to — selecting the wrong one hides the firm from search.

    Size standards are revenue-or-employee thresholds that change over time; this page intentionally does NOT quote a number.

Step 6 of 8 · Points of contact

Populate the four federal POCs before submitting.

SAM.gov and every downstream federal system reject shared-mailbox addresses. Each POC is a real person with a work email that the federal buyer can route a notice to. The owner enters these personally; this page never holds them.

Step 7 of 8 · Submission & validation

Submit from the "Validate & Submit" tab, then watch the message center.

Once the owner submits, the registration leaves the SAM.gov form and enters Federal Service Desk validation. Issues surface at the SAM.gov entity message center — not at the email of record. The owner monitors both for the activation confirmation.

    Three working days is the typical reply window; longer gaps may stall activation.

    Watch the email of record for the activation email — once received, the entity is searchable on SAM.gov and award-eligible.

Step 8 of 8 · Renewal

Renew every 12 months — mark the calendar before the activation email lands.

A SAM.gov registration expires 12 months after activation, on the same calendar date. The window for renewal opens roughly 60 days before expiration. An expired record cannot receive payment even if the PO remains open — so the owner treats renewal as a compliance deadline, not a reminder task.

    Don't just resubmit — re-read FAR 52.212-3; clauses do change year over year.
